[BUG] Plan and Explore tools on 2.0.28 and newer always time out on Bedrock

What's Wrong?

On Claude Code 2.0.28 and 2.0.29, the Plan and Explore tools always times out after around 3 minutes. Downgrading to 2.0.27 where the tools aren't available works.

What Should Happen?

Plan/Explore tools should work on Bedrock.

2. Ask the AI to use Plan or Explore tool specifically
