[Bug] Anthropic API Error: Usage Policy violation on file search operations

Bug Description

У меня три проблемы с веб-приложением на https://budget-dev.ikeniborn.ru:

1. При загрузке страницы /facts в консоли предупреждение о Tailwind CDN [Image #1]
2. При открытии страниц отображаются иероглифы [Image #2]
3. Кнопки на страницах неактивны, нет кнопки подтверждения
