Safety classifier blocks legitimate hobbyist MVS 3.8j SVC development (false positive)

Bug Description
My session was flagged as cyber misuse while trying to write a simple MVS user SVC routine — nothing that can do any harm. I'm working on open-source software for 1970s mainframes (Hercules / MVS 3.8j), retro stuff: https://github.com/mvslovers/oftpd

The block was a content safety classifier on the model's response, not the tool-permission prompt, so there is no project setting or allowlist that lets me permit it. The exact stop text was: "Your response above was stopped by a safety classifier — this is not a tool or API error. ... Do not produce that content again, even reworded."

Claiming an unused slot in the SVC table is the normal way to add a service on MVS 3.8j, and the target is my own emulated mainframe — no third party, no real system. A sibling project (https://github.com/mvslovers/nsf370) already contains an equivalent, working SVC routine, so the pattern is established and legitimate in this context.
