[BUG] Code tab steals window focus when a session needs input (permission/question) — regression of #62447/#58100, still repro in 2.26454.2
Environment: macOS 14.8.5, Claude Desktop (Code tab) 2.26454.2
Summary: When a Code session needs input — a permission request or a "Needs your input" question — the Claude app raises its window to the foreground and steals keyboard focus from whatever app I'm actively using, interrupting work in another app.
Expected: surface a banner / Dock badge (as older builds did) without raising the window or stealing focus.
Repro: start a Code session that triggers a permission prompt (e.g. browser site-access) while typing in another app → focus is yanked to Claude mid-action.
Context: #62447 was closed as a duplicate of #58100; both are now closed (NOT_PLANNED) and locked, so filing fresh as the bot instructed on #62447. Related to the broken "Unhide apps when Claude finishes" setting. A raiseWindowOnNotification: false opt-out (or honoring that setting) would fix it. Side-risk: the focus-steal can cause a stray keystroke/click to land on the pending permission dialog and submit an answer unintentionally.
Already tried: changing notification style (banner → badge) and disabling "draw attention on notifications" — the focus-steal persists.
