Preflight Checklist

  • [x] I have searched existing issues and this hasn't been reported yet
  • [x] This is a single bug report
  • [x] I am using the latest version of Claude Code (2.1.299)

What's Wrong?

A set_model control request in stream-json mode makes the CLI send one extra Messages API request to the new model at once: non-streaming, one user message Hi, no tools. Its tokens are billed, but the CLI's usage reporting leaves it out:

  • not in any later result frame's modelUsage;
  • not in total_cost_usd;
  • not in the session transcript (<CLAUDE_CONFIG_DIR>/projects/*/<session-id>.jsonl);
  • no stream-json frame mentions it.

A host that meters spend from the CLI's own reports under-counts every model switch, and has no way to see the request.

What Should Happen?

Count the model-switch request in modelUsage and total_cost_usd like any other request, or report it in a frame or transcript record. Alternatively, don't send it, or document that it is sent and left unreported.

Error Messages/Logs

Requests as a local Messages API stub logged them (time in seconds):

n=2  t=...806.950  model=claude-sonnet-4-5  stream=true   (turn 2)
     set_model {"model":"claude-haiku-4-5"} written to stdin at t=...806.982
n=3  t=...806.987  model=claude-haiku-4-5   stream=absent  messages=1 "Hi"  tools=[]
n=4  t=...807.019  model=claude-haiku-4-5   stream=true   (turn 3)

The stub answered request 3 with usage: {input_tokens: 11, output_tokens: 3}. Each turn on haiku used 21 input and 9 output tokens. The next result frame's modelUsage has claude-haiku-4-5: {inputTokens: 21, outputTokens: 9}: turn 3 only, without request 3. total_cost_usd matches turn 3 only, and so do all later results in the session.

Steps to Reproduce

  1. Run the CLI headless against a local Messages API stub that logs every request:

claude -p --input-format stream-json --output-format stream-json --verbose --bare --tools "" --model claude-sonnet-4-5 --session-id <uuid> (key via apiKeyHelper, ANTHROPIC_BASE_URL=<stub>)

  1. Run one turn.
  2. Send {"type":"control_request","request_id":"r1","request":{"subtype":"set_model","model":"claude-haiku-4-5"}}.
  3. The stub receives the non-streaming Hi request to claude-haiku-4-5 at once.
  4. Run another turn. Its result frame's modelUsage and total_cost_usd leave out the Hi request, and the transcript has no record of it.

This reproduced on two separate runs.

Claude Model

Not sure / Multiple models (the switch was from claude-sonnet-4-5 to claude-haiku-4-5; the stub echoes the model)

Is this a regression?

I don't know

Platform

Anthropic API

Operating System

Windows

Terminal/Shell

Other (headless: the CLI is a child process on stdio pipes)

Additional Information

We meter usage per API call from a stream-json host; each model switch is a call we cannot see. Related:

  • #101951: another case where the CLI's usage totals and its requests disagree.
  • #77632 (closed, docs): set_model validation is undocumented. The Hi request may be that validation.
