[BUG] Desktop scheduled tasks stall waiting for permission approval, which defeats unattended runs

What's wrong?
Scheduled tasks in the Claude desktop app often don't run unattended. A task starts on schedule, then stops at a permission prompt for a tool, folder or command and waits for someone to approve it. Nobody is there to approve it, because the point of a scheduled task is to run without a person present. The task either never finishes or finishes only after someone notices it hours later.
What should happen?
A scheduled task should run on its own, with permissions decided when the task is created (or by allow rules or "Always allow"). If a permission truly can't be granted, the run should fail loudly and send a notification, not hang.
