Session context tells Claude that memory is disabled when the user has it enabled

In a claude.ai cloud session (13 Oct 2026), the context Claude received said the user had not enabled memory in Settings. Claude repeated this and told the user it could not carry an instruction into future chats.
The user's Settings > Memory showed "Search and reference chats" and "Generate memory from chats" both ON (screenshot taken the same morning). The memory tools only appeared later in the session.
Expected: the memory state in the session context matches the user's actual settings.
