Cloud session sandbox proxy returns 403 for the Browserbase API, breaking skills that depend on it

In a claude.ai cloud Claude Code session (13 Oct 2026), a user-installed skill script called the Browserbase API (POST /v1/sessions) through the sandbox's agent proxy and got Tunnel connection failed: 403 Forbidden. The same skill had worked in earlier sessions.
Effect: an email the user had approved could not be sent through their required send script. No message explains why the domain is refused or how a user can allow it.
Expected: either the user's configured network access permits it, or the 403 says it was an allowlist refusal and where to change it.
