[FEATURE] Split and rearrange plugin (mod) panes in the desktop app

Mod panes opened with $.ui.open share one slot. One pane is shown and the rest are tabs. I'd like to detach a mod pane and stack or split it next to another one. Right now I have to switch tabs between two or more mod panes.
Native panes like the terminal and background tasks can already be placed this way. Mod panes should get the same layout freedom:
- drag to reorder
- split top/bottom
- show two or more at once
