[Bug] Usage limit error despite usage credits enabled

Bug Description
I have usage credits turned on, and I continue to run into errors saying "You've hit your daily/weekly limit..." I guess I just don't understand what overages are for if not this? Especially because I can usually prompt them to continue and then they do...
