[BUG] Desktop app (Code tab) ignores feedbackSurveyRate: 0 and CLAUDE_CODE_DISABLE_FEEDBACK_SURVEY=1
Preflight Checklist
- [x] I have searched existing issues and this hasn't been reported yet
- [x] This is a single bug report (please file separate reports for different bugs)
- [x] I am using the latest version of Claude Code
What's Wrong?
In the Claude desktop app (Code tab), the session quality survey ("How is Claude doing this session?" / 「今回のセッションでのClaudeはいかがでしたか?」) keeps appearing under the latest assistant message even though both documented opt-outs are set in the project's .claude/settings.json:
"feedbackSurveyRate": 0
"env": { "CLAUDE_CODE_DISABLE_FEEDBACK_SURVEY": "1" }
There is no override in settings.local.json, user settings, or managed settings. The app was fully quit and restarted, and the survey appeared in a session whose process started after the settings were saved.
What Should Happen?
The survey should not appear, as documented in the settings reference (feedbackSurveyRate: "Set 0 to keep the survey from appearing") and the environment variables page (CLAUDE_CODE_DISABLE_FEEDBACK_SURVEY).

Steps to Reproduce
- In a project, add "feedbackSurveyRate": 0 and "env": {"CLAUDE_CODE_DISABLE_FEEDBACK_SURVEY": "1"} to .claude/settings.json.
- Quit and reopen the Claude desktop app.
- Continue a session in that project from the Code tab.
- After some turns the survey row appears under the assistant's message.
